    We are seeking an experienced construction professional for our Capital Projects Manager role for our Oregon region.  This function directs and controls all construction projects of the organization to ensure their completion according to plans, specifications, schedules, budgets and contractual commitments.  This function directs site superintendents, applicable 3rd party trades, and vendors.  Represents the organization in matters associated with planning commissions, city and county governing bodies and other association. The Capital Projects Manager ensures compliance with specifications and contract terms and schedules and participates in government inspections. This function is essential to all aspects of the company’s core business and is critical to fulfillment of the company’s mission, reputation within the industry, and investor satisfaction. The ability to complete rehab and capital projects schedules on time and on budget is important to meeting the company’s financial goals.  Performance in this capacity will impact the entire organization by increasing the company’s ROI through portfolio improvement, and ensure the company’s assets attain a level of excellence that ensures they remain competitive in today’s rental market.


    • Conduct all business in accordance with company policies and procedures and state and federal laws.
    • Oversee all capital projects from conception to completion, including interior/exterior building remodels, roof replacements, and all types of capital upgrades and improvements.
    • Plan, track and execute all capital projects in assigned portfolio.
    • Assess physical needs and translate into scopes of work.
    • Prepare scopes of work and solicits bids from vendors and contractors.
    • Review bid documents, estimates and contracts for accuracy and completeness.
    • Negotiate all vendor and contractor contracts.
    • Develop and maintain relationships with contractors, architects, consultants, subcontractors and suppliers.
    • Oversee and inspect construction work performed by staff or contractors.
    • Prepare and monitor project budgets and maintain accurate records regarding rehab projects, liability risks, and preventative maintenance projects.
    • Establish and manage project schedules and ensure compliance with milestone time-lines.
    • Anticipate, negotiate and resolve conflicts and risk management issues with suppliers and personnel.
    • Troubleshoot all design and construction problems.
    • Prepare annual budget for all capital expenditures.
    • Design and implement construction methods to ensure most effective use of funds.
    • Plan, direct and develop risk management and loss prevention programs that provide maximum protection of the company’s assets at the most economical rates.
    • Represent the company before governing bodies.
    • Provide weekly, monthly and quarterly report summaries.
    • Review and recommend approval of contractor/vendor submitted invoices.


    Knowledge, Experience, and Educational Requirements:

    • Five to ten years’ experience as high level construction professional.
    • Five years’ experience in a large, established multi-family housing company preferred.
    • Solution oriented with high level reasoning, creativity, and strategic thinking ability.
    • High proficiency in technical skills for rehabs and deferred maintenance projects.
    • Demonstrated ability to identify potential for greatest asset improvement.
    • Demonstrated financial and budgeting acumen
    • Excellent organizing and prioritizing skills.
    • Able to work with diverse employee population.
    • Excellent computer and project management skills.
    • Excellent verbal and written communication skills. Talent for maintaining composure in difficult conversations.
    • Must be able to utilize personal transportation to travel to work-sites.  Must have valid driver's license and automobile insurance coverage.  Overnight stays may be required. 
    • Occasional travel outside of the Oregon region may be required.
